How to read it
A seat is a role, not a person. The model says what a seat takes, produces and never does; a profile holds it. Seats and people are not the same count — here one profile holds one seat and one holds seven.
A gate is what a phase cannot be left without. All five are approved by the same seat, and that seat is held by the only human.
No mark is typed. Every cell is read off the phase's own file, so the board cannot disagree with the process it draws.
